It is Spring 1939 and bourgeois vacationers invade the Austrian resort town of Badenheim for the season. The locals - the pharmacist and his wife; the town's two prostitutes, strolling in summer dresses; the dour pastry shop owner - prepare themselves for the flood of visitors, while Dr Pappenheim, the eccentric impresario, organises his artistic festival. But soon the shadowy Sanitation Department begins to exercise sinister new powers. The town is closed off from the outside world, food is running out and all Jewish residents - even the holidaymakers - are required to prepare for deportation. Unwilling to acknowledge the truth behind these machinations, the people of Badenheim cannot see the tragic fate that awaits them.
