Born at Newbury, he made a large fortune as a stockbroker, and on his retirement, devoted himself to astronomy: print, with the caption, "Francis Bailey[sic] Esq., LL.D., F.R.S., F.A.S., &c., &c., &c, , engraved by F. Storm from a portrait by T. Phillips, Esq., R.A., from Britton's Auto Biography, June 1849."
